Fix 'trust managed cards' functionality

Description

Right now, if you check 'trust managed cards', you trust self-issued and managed cards no matter what.

Instead, if 'trust managed cards' is enabled, self-issued cards should still require email validation, but managed cards (preferably those on the list) do not require email validation.
